A 20-year-old US Marine has been arrested in Japan on suspicion of murdering a 39-year-old woman at a hotel in Naha, the capital of Okinawa prefecture.
Police identified the suspect as Lance Corporal Devin Jacob Ballard, who is accused of killing Anna Yagi on Saturday and taking her wallet and backpack. Ballard has denied the allegations, according to police.
The arrest has renewed concerns in Okinawa, where incidents involving US military personnel have long caused tensions with local communities. The prefecture hosts around 70 per cent of US military facilities in Japan.
US Ambassador George Glass said he had spoken with Japan’s foreign ministry and Okinawa’s governor, offering condolences to the victim’s family and pledging full cooperation with the investigation.
Japanese Prime Minister Sanae Takaichi said Tokyo had lodged a protest with US authorities and described the incident as “exceptionally brutal and vicious”.
Takaichi called on the United States to fully cooperate with the investigation, strengthen discipline among its military personnel and take steps to prevent similar incidents in the future.
Japanese media, citing investigative sources, reported that CCTV footage showed a foreign man entering a hotel room with a woman and later leaving with her belongings. Police subsequently located a 20-year-old man matching the description and took him to a police station, where he was arrested.
The victim’s brother expressed deep sorrow over her death, saying the family had been devastated by the loss.
The United States has around 54,000 military personnel stationed in Japan, with a large number based in Okinawa. Crimes and accidents involving US servicemembers have repeatedly strained relations between the two close security allies.
Japan’s Defence Minister Shinjiro Koizumi said incidents involving US military personnel cause significant concern among local residents and must not be allowed to continue.
The US embassy and Marine Corps also expressed condolences and confirmed that they were cooperating with Japanese authorities.
The Marine Corps said the suspect, who is assigned to the III Marine Expeditionary Force and based at Marine Corps Air Station Futenma, remains in Japanese custody. It said the allegations were being taken seriously and stressed that Marines are expected to maintain the highest standards of conduct.
The latest case follows several previous incidents involving US personnel in Okinawa. Last year, a US Marine accused of choking and attempting to rape a woman was sentenced by a Japanese court to seven years in prison.
In 2017, a former US Marine and civilian employee at a military base was sentenced to life imprisonment for the rape and murder of a local woman in Okinawa.
That same year, US Forces Japan imposed an alcohol ban on personnel after an intoxicated Marine crashed into a vehicle, killing a 61-year-old local driver.
Japanese media reported that approximately 6,000 US military personnel have been arrested since Okinawa was returned to Japan in 1972. In 2024 alone, 80 arrests were recorded, marking the highest figure in two decades.
