Saudi Fund Allocates More Than $403 Million for Infrastructure and Public Services in Syria

The Saudi Fund for Development (SFD) has signed six concessional development loan agreements worth more than $403 million with Syria’s Ministry of Finance to support projects in energy, water, healthcare, housing, infrastructure and digital transformation.

According to the Saudi Press Agency, the agreements were signed by SFD Chief Executive Officer Sultan Al-Marshad and Syrian Finance Minister Mohammed Yisr Barnieh in the presence of Saudi Crown Prince Mohammed bin Salman and Syrian President Ahmed Al-Sharaa.

Under the financing package, $90 million has been allocated to rehabilitate generating units at the Aleppo Thermal Power Plant. The project is expected to benefit approximately five million people by restoring electricity generation capacity, supporting industrial and economic activities and improving the stability of Syria’s national power grid.

Another $30 million has been earmarked for improving drinking water services through the installation of 300,000 smart water meters. The initiative is expected to benefit around 1.5 million people across several governorates and enhance the quality of water services.

The agreements also include $105 million for the construction, rehabilitation and equipping of 25 civil defence centres across Syria. The project is expected to benefit more than seven million people by strengthening emergency response operations, disaster management and debris removal capabilities.

In addition, $60 million will be used to rehabilitate up to 10,000 damaged housing units in different parts of the country, supporting reconstruction efforts and improving living conditions for affected communities.

The financing package includes $100 million for the rehabilitation, construction and equipping of hospitals and healthcare centres. The initiative aims to restore essential and specialised medical services, expand access to healthcare and reduce pressure on existing medical facilities.

More than $18 million has also been allocated to support the digital transformation and institutional development of Syria’s Ministry of Finance.

The funding will be used to introduce an integrated system aimed at improving government financial services, strengthening institutional efficiency and promoting transparency.

The development agreements reflect Saudi Arabia’s efforts to support Syria’s recovery by rehabilitating critical infrastructure, improving public services and expanding access to essential facilities.

In September 2025, the Kingdom, through the Saudi Fund for Development, also provided two grants to Syria to help finance crude oil supplies and cover part of government employees’ salaries for three months.
