Digital Transformation Could Generate $80 Billion in Economic Gains

A working paper issued by the Pakistan Digital Authority (PDA) has highlighted digitalisation as a key opportunity to accelerate economic growth, improve public service delivery and enhance the efficiency of government operations.

The document, forwarded to the Ministry of Information Technology and Telecommunication, identifies the lack of interoperability among government digital systems as a major obstacle to the country’s digital transformation.

According to the paper, digitalisation could generate more than $9 billion in economic benefits for the agriculture sector by 2030. Digital reforms in healthcare could also deliver savings exceeding $450 million.

The real estate sector, meanwhile, could attract an additional $15 billion in investment by 2030 through digital transformation, the document states.

Under the proposed framework, the PDA will support the development of a National Digital Master Plan and digital infrastructure aimed at improving coordination between federal and provincial governments.

The master plan will focus on integrating government systems, reducing administrative bottlenecks and introducing common digital standards across public-sector institutions.

The proposal also includes the development of a Pakistan Digital Stack, which would integrate digital identity systems, payment platforms and data-exchange mechanisms. The initiative aims to facilitate secure and seamless information sharing and interactions among government departments.
