US report urges stronger parliamentary oversight of Pakistan’s public finances

The US State Department’s 2026 Fiscal Transparency Report has urged Pakistan to improve fiscal transparency by publishing its executive budget proposal on time and providing greater disclosure of government debt, particularly liabilities of state-owned enterprises.

The report acknowledged that Pakistan makes its approved budgets and year-end financial reports publicly available and provides substantial information on government revenues and expenditures. It also praised the independence of the country’s supreme audit institution and accessibility of its findings.

However, it identified three key areas for improvement: timely publication of budget proposals, fuller disclosure of government debt, and stronger parliamentary or civilian oversight of military and intelligence budgets.

The report also noted that Pakistan has transparent procedures for natural resource contracts and public procurement, while its sovereign wealth fund has a sound legal framework.

Responding to the assessment, Foreign Office spokesperson Tahir Andrabi said Pakistan followed internationally recognised best practices in fiscal transparency and financial disclosure. He also cited the country’s IMF programme and successful completion of three reviews as evidence of ongoing fiscal reforms.
